Development Charges

The purpose of Development Charges (DC) is to recover the growth–related costs associated with the capital infrastructure needed to service new development.

Currently, the Region has 3 Development Charge By-laws that govern development charge collection in the Region:

  • By-law No. 36- 17 (PDF file) - (passed June 14, 2017 and effective September 1, 2017) Residential and Non-Residential Water and Wastewater, Roads and General Services Development Charges for Built Boundary and Greenfield.
  • By-law No. 37-17 - (passed June 14, 2017 and effective September 1, 2017) Residential Recovery of the Early Payment of Estimated Future Water, Wastewater and Roads Development Charges for Recovery DC area
  • By-law 159-01 (PDF file) - (as amended by By-law 78-12 and 38-17) - Consolidated for Reference Purposes Only;
